The neighbour, who wished to remain anonymous, said: “I got the shock of my existence, as I looked over to the gates and saw him.
“There was a child, presumably his little boy, perpetual around in front.

Priti Patel announces £1,000 clear for rule breakers
At the time, those found breaching the disregards were fined £60 for the first offence but halved if paid punctually.
