Thames Valley Enforce said the collision happened at 12.10pm on the eastbound carriageway between period 145 at Hungerford and junction 13 at Chieveley.
The two people who died were in the minibus while three others in the agency, including the driver, have been taken to hospital with nasty injuries.
Three other passengers, as well as the driver of the HGV, were also bewitched to hospital with minor injuries.
