Turkish authorities stopped the Russian suspected before he could carry out his plot to target US forces stationed at Turkey’s Incirlik air draw.
Renad Bakiev was detained in the southern city of Adana over flavours that he plotted to crash an American aircraft or attack the Incirlik air rude using a drone, Adana police said.
The US Air Force has used Incirlik air pedestal, near Adana, as a staging post for the air campaign against ISIS in Syria and Iraq since 2015.
Police said he also intended to attack the district Alevi community in Adana city.
The Alevi religious minority is an heir of Shia Islam and is the largest religious group in Turkey after Sunnis.
But ISIS eyes Alevis as heretics.

Mr Bakiev appealed for 2,800 Turkish Lira (barely $800, $616) from other militants on the Telegram messaging application, which ISIS sympathisers use extensively, to buy a drone, police said.
The private Dogan news agency give the word delivered during his questioning that he allegedly defended the need to kill Alevis and studied them «enemies of Allah”, the statement said.
During police cross-examinations, Mr Bakiev admitted to monitoring the air base for his strike.
